Provincial Standards of Practice

Family Resource Programs should aspire to high quality, comprehensive, accessible, community-based programs that comply with province-wide standards of excellence and respond to the changing needs of families with young children. The development of a Standards of Practice Manual that reflects best practices and accredited Provincial Standards will both inform and regulate the sector.

Spring 2012 Deadline to Submitt your Standards:

Friday, April 6, 2012

The Standards Review Committee will meet in May of 2012. To allow time to assess the submissions, please submit your FRP Standards by Friday, April 6, 2012.

Members that passed this review process in 2011 will receive their 5-year FRP Standards Certificate at FRP-BC's 2011 Annual General Meeting (to be held on Friday, December 9nd).

The FRP Provincial Standards is an ongoing project. Our Standards Review Committee meets 2-3 times per year to review submissions received to date. Since 2009, 30 members have successfully completed the FRP Standards.

Members who have already submitted and passed the review process and received your 5-year FRP Standards Certificate can disregard this deadline.

 

Submission Process

Please send your submission electronically via email to Debbie Jackson at debbie@frpbc.ca. There is a different submission process for accredited and non-accredited agencies.

Accredited Agencies

  • View the Accredited Agencies Flowchart to guide you through the next steps.
  • If you are COA accredited, the Family Resource Program should be included in your accreditation. Please thoroughly review the FRP Provincial Standards of Practice Manual. To confirm your acceptance of the FRP Provincial Standards of Practice, copy the COA Confirmation Letter, onto your agency's letterhead, sign and return to FRP-BC.
  • If you are CARF accredited, the Family Resource Program may not be included in your accreditation. If it is, please confirm by following the steps outlined for COA Accredited agencies, using the CARF Confirmation Letter. If the Family Resource Program is not part of your accreditation, please complete the following two templates and submit prior to the October submission deadline:

Non-accredited Agencies

  • Follow the instructions in the Steps to Implementation - FRP-BC Standards of Practice.
    Follow these steps and refer to the documents linked below when working through the implementation of the FRP-BC Provincial Standards of Practice.
  • Do you have an existing (board approved) Operational Governance Manual containing all Policies and Procedures? Use the Standards Worksheet Template as a checklist to ensure all FRP Standards are addressed and note the page number from within your Manual telling us where we can find each FRP Standard. Incorporate all FRP Standards not currently included in your existing Manual. Submit your updated Manual and the completed Worksheet Template.
  • Do you need to develop an Operational Governance Manual? We have a template for you! Operational Governance Manual: Generic Template.

Ways We Can Help

Planning to submit for the next review date but require assistance? We have provided an outline on how FRP-BC can help.

  1. Standards Questionnaire
    Completing and submitting the Standards Questionnaire provides us with the details we need to assist your agency in moving forward with the FRP Standards.

  2. Phone Support
    Do you have a couple of specific questions regarding the Standards? Give us a call or detail your query to us in an email.

  3. Preliminary Assessment
    Has your agency nearly completed the Standards but feel that a preliminary review on the work done to-date would assist you in meeting the upcoming deadline? Please contact us at (604) 738-0068 or by email at debbie@frpbc.ca

  4. Face to Face Meeting / Presentation
    Do you have an upcoming staff meeting directly related to the FRP Standards? As time allows, we could deliver our FRP Provincial Standards of Practice Presentation to your staff, board members and volunteers. (FRP-BC is not able to travel to all locations across BC due to funding constraints. Please contact our office). For your convenience, we have provided a link to our FRP Standards of Practice (PowerPoint) Presentation.

FRP-BC Provincial Standards of Practice - Manual
This document contains the Standards of Practice designed specifically for Family Resource Programs in British Columbia. These standards represent expectations for program design and implementation as well as agency infrastructure. All FRP members received their FRP Standards binder in 2009. New members receive their Standards Manual - in addition to a package of Supporting Documents. Contact with new members provides an overview outlining the purpose and expectations of the FRP Standards of Practice.

    Follow these steps and refer to the documents linked below when working through the implementation of the FRP-BC Provincial Standards of Practice.
  2. Appendix 3: Developing Policy to Meet Standards
    Appendix 3 can be found in your FRP Standards binder (pages 30-41).
  3. Appendix 4: Policy/Standards Assessment Worksheet
    Appendix 4 can be found in your FRP Standards binder (pages 42-51).
    Use this worksheet to indicate how you have covered the standard and/or what else needs to be included to meet the standard. This is a worksheet for your own use and not a final document.
  4. List of Standards that Require a Written Policy
    About 1/3 of the FRP Provincial Standards require a written policy. This list is a quick guide for you to refer to.
  5. Sample Policies for BC Family Resource Programs
    This document provides a set of sample policies which agencies may adapt to suit their own individual situation.
  6. Guide to Writing Non-policy Descriptions
    About 2/3 of the FRP-BC Standards of Practice do not require a policy. Instead the standard asks for descriptions/statements of what your FRP does, related to that standard. Use this guide when writing non-policy descriptions.
  7. Operational Governance Manual: Generic Template
    This template will be of particular interest to the Family Resource Programs who are not a part of a multi-service, accredited agency. This template is not in the exact same order as your FRP Standards binder but this template will help you to develop a complete operational governance manual and has been cross-coded to the FRP Standards.
