Provincial Standards of Practice

Goal
Implement the Provincial Standards of Practice for the Family Resource Program sector, specifically members of FRP-BC.

Why were the Standards developed?

Family Resource Programs should aspire to high quality, comprehensive, accessible, community-based programs that comply with province-wide standards of excellence and respond to the changing needs of families with young children. The development of a Standards of Practice Manual that reflects best practices and accredited Provincial Standards will both inform and regulate the sector.

FRP-BC Provincial Standards of Practice - Manual
This document contains the Standards of Practice designed specifically for Family Resource Programs in British Columbia. These standards represent expectations for program design and implementation as well as agency infrastructure. All FRP members received their FRP Standards binder in 2009.

Project Update

We recognize that COA and CARF accredited agencies already address and have fully developed written policies that comply with many of the FRP Standards. However, Section B of the FRP Standards, Program Planning and Delivery, is specific to the Family Resource Program and is not part of the accreditation process. Accredited agencies should focus on completing this section and review the other standards to ensure they are all covered within the agency's policies.

We are committed to communicating with all members to identify problems/issues and come up with solutions to assist and guide members through the implementation of FRP Standards process. If you haven't already completed the Standards Questionnaire, we advise that you do so as it provides us with information on how to best provide you with added information and support.

Review Process

The upcoming FRP-BC Standards Review Committee will meet in Late September. Deadline for submissions is September 10th.

Accredited Agencies:
Submit the completed Section B: Program Planning & Delivery Template

Non-accredited Agencies:
Submit the completed Operational Governance Manual: Generic Template


Types of Support Available

  1. We Need to Hear From You
    By completing a Standards Questionnaire, we will know more about where you are at, understand your agencies obstacles and can identify the most appropriate method of assistance.

  2. Phone Support
    Once we know more about what stage you are at and what the specific obstacles are, we can set up a date/time in which to connect with you over the phone and discuss next steps and additional supports.

  3. Preliminary Assessment
    If you have completed most of the Standards but would like some feedback, forward your work to FRP-BC. We can review what you have completed to date and provide you with an Assessment Report.

  4. Face to Face Meetings and/or Presentations
    Do you have an upcoming staff meeting directly related to the FRP Standards? As time allows, we could deliver our FRP Provincial Standards of Practice Presentation to your staff, board members and volunteers. (FRP-BC is not able to travel to all locations across BC due to funding constraints. Please contact our office)

    Appendix 3: Developing Policy to Meet Standards
    Appendix 3 can be found in your FRP Standards binder (pages 30-41).

    Appendix 4: Policy/Standards Assessment Worksheet
    Appendix 4 can be found in your FRP Standards binder (pages 42-51).
    Use this worksheet to indicate how you have covered the standard and/or what else needs to be included to meet the standard. This is a worksheet for your own use and not a final document.

    List of Standards that Require a Written Policy
    About 1/3 of the FRP Provincial Standards require a written policy. This list is a quick guide for you to refer to.

    Sample Policies for BC Family Resource Programs
    This document provides a set of sample policies which agencies may adapt to suit their own individual situation.

    Guide to Writing Non-policy Descriptions
    About 2/3 of the FRP-BC Standards of Practice do not require a policy. Instead the standard asks for descriptions/statements of what your FRP does, related to that standard. Use this guide when writing non-policy descriptions.

    Operational Governance Manual: Generic Template
    This template will be of particular interest to the Family Resource Programs who are not a part of a multi-service, accredited agency. This template is not in the exact same order as your FRP Standards binder but this template will help you to develop a complete operational governance manual and has been cross-coded to the FRP Standards.
